8. Just Cause 2
As one of the most liberally inviting open world games of the 21st Century, it's hard to really imagine that a game so frivolous and throwaway could include lessons for a powerhouse series like Fallout to learn from. Put your assumptions aside for a moment, and take a look back at just how interactive Just Cause's island of Panau was. While the most recent versions of the wasteland in Bethesda's games have been impressive spectacles to traverse, there's always been something very stagnant about them. Of course there has to be an element of this to any landscape representing a world scorched and destroyed by nuclear war, but they do need to feel like more than just a dusty chess board for players. Adding an element of destructible environments to the world would make things much more lively and could even give an element of extra danger to the proceedings. While the wilful destruction of nearly everything in sight for Just Cause is probably a step too far, letting players torch shanty towns and devastate caravans would add a ruthless edge to struggling through the wasteland and give each player's world a sense of individuality never before seen in a Bethesda game.
