8. A Proper Settlement Tutorial & Associated Missions

At some point during development, the decision must have been made to hold off on the tutorials for the settlement functionality of Fallout 4, because what's there is a mix of hinting at what you should do and simply letting you figure it all out yourself. Many fans liked this approach as it really felt like building your own HQ was truly rewarding on an individual level, but the opposing side may have the stronger argument, being that it was completely unnecessary. Add the fact the game really doesn't care if you do or don't take part until you randomly have to build a certain item near the beginning of the third act, and it just feels like a missed opportunity. Having a loot grind in your game is one of the most tantalising things around right now, and having missions predicated on exploring certain areas of the map to obtain parts and materials would be great incentive to assemble your settlement. If we knew what we were doing and HQ size tied directly into guaranteeing that wandering NPCs would have better equipment you could then trade to acquire, it might then give the feature's entire implementation far more purpose. Oh, and give us a top-down view or something similar to see what the hell we're actually doing. The current one is unbelievably bad.
