5. Mexico
Like Canada, Mexico in the Fallout universe had the deep misfortune of being a neighbour of the United States.
Before the Great War Mexico suffered a series of natural disasters followed by a U.S invasion, who then began extracting its oil reserves. By the time the bombs dropped in 2077, Mexico was in the grip of food riots and economic collapse.
Aside from another distinct culture and terrain, Mexico as a location would be the perfect place to explore the post-war results of corporate espionage. Some of the best previous quests dealt with corporate crime: Robco, Poseidon Energy, and of course Vault Tech.
But Mexico is where their influence was even more brutal, where resources were being ripped away in the middle of deadly crises. Even 200 years later, the remnants of corporate facilities and their automated systems could still be making the survivors suffer.
Raul Tejada, a companion from Fallout: New Vegas, gave us a picture of a bombed-out Mexico City that had fallen into as much ruin as D.C. Regions like these, with conflict alongside their efforts to rebuild, make for fantastic settings to explore. The existence of NCR settlers in Baja is yet another point to work with.
