6. Reintroduce Morality And Perks
Two pretty big factors of Fallout games were completely absent from Fallout 4. Fallout 5 needs to reintroduce both morality and perks in a big way to make up for their absence.
The replacement of perks with the new skill tree in Fallout 4 was a move that many fans really didn't appreciate. Perks are what made a character feel unique from others, with your choice of perks really being an integral part of the RPG experience.
Another missing feature in Fallout 4 was morality. Although it didn't always amount to much in previous games, it was a big part of creating your own character and choosing how they would act. It also made it a lot harder to not just steal a bunch of rare items and run away, as that would result in you becoming fiercely disliked.
Both of these features played a huge role in the RPG aspects of the Fallout franchise, which probably explains why they were missing in the more streamlined world of Fallout 4. Simply put, they both really need to make a return in Fallout 5.
