Balance is rarely ever a concern for single-player games. If a game-breaking weapon/stat combo or bug is discovered that makes your character borderline invincible, the only victim is AI-controlled fodder. When that same universe, as is the case for Fallout, is opened up for multiple players to cohabit, protection against unwinnable odds is a must.

Sooner or later, you're going to cross paths with a hostile former member of Vault 76 with a level triple yours and armed to the teeth with the best gear bottle caps can buy, but fear not - their obvious gear advantage doesn't necessarily mean you're guaranteed to lose.

Level, weapon quality and perks will give you the edge against any lesser-geared opponent, of course, but when a PvP encounter is engaged, the discrepancy will be equalised somewhat to give rookies a fighting chance.
