3. Perk Cards Promote Customization
In the past, Bethesda has been reluctant to place an artificial cap on how powerful players of their games can become. With enough time and effort, it's possible to max out every skill tree and obtain every perk in Fallout 4 and Skyrim, but for Fallout 76, Bethesda's opted to overhaul its core progression system and introduce a little structure to proceedings.
As before, each time your former Vault dweller levels up while adventuring in West Virginia, points can be allocated to specific S.P.E.C.I.A.L. attributes, but where the divergence from the norm begins is with Perks. As expected, a near-bottomless mixed bag of buffs will be available to choose from, only, instead of permanently being applied to your character's stat sheet, you'll have to pick and choose which of those you've unlocked to have active at any given time.
The restriction means you'll have to think strategically about your Perk loadout for any given situation and team up with others that have perks to compliment your own. Generally speaking, the reinvigorated system resembles a pseudo-class format where each member of the group has a designated role, and with certain cards able to be shared for group-wide buffs, it sounds as if that's exactly the end goal that Bethesda's shooting for.
