3. Overhauled V.A.T.S. System
In a fictional post-apocalyptic scenario where you, and you alone, are the sole human-controlled character, V.A.T.S. is a perfect system.
However, those were all single-player affairs. The next entry in Bethesda's hellish nuclear missile-kissed United States of America will be making room for multiple players to cohabit together, and a turn-based system with cinematic slow-mo executions simply won't work in that climate.
Make no mistake, V.A.T.S. still has its place in Fallout 76 - Todd Howard has already confirmed as much - but it'll be a markedly different feature than before. Howard skirts around providing specifics, but reading between the lines suggests that the Vault-Tec technology will serve as a developable skill that aids survivors that perhaps aren't able to consistently pull off headshots to do just that.
The nitty gritty will no doubt trickle out of Bethesda's doors as November approaches, but it's our hope that Bethesda will expand the limb targeting system into a system that emphasises strategy beyond aiming between the eyes 100% of the time.
