'Player Development' generally is a ton of fun if you actually invest some time into training.
The days of picking a string of really vague mini-games and sticking with them for your fave striker, midfielder, winger, defender and goalie throughout the entire season are gone. In 21, it's wise to redirect attention every couple of weeks to pull the best from your squad.
You'll notice handy little messages in your gaffer inbox every now and then from staff. If they say that a player has reached the development expected of them, then it's likely a good idea to mix up their training drills or give someone else a try in the same one. You never know what hidden skills you can stumble upon or improve.
Phil Foden is a nice young player to start with. If you lump him into a quick passing drill with someone like Sergio Agüero, then you could feasibly create some good chemistry between those guys. Develop Foden's passing, drop Agüero deeper and feast your eyes upon some fiendish one-two passing routines around opposition boxes.
