1. Tactics - Wiegraf
Included here despite not being part of the 'main' series, Tactics is one of the most criminally underrated games of all time, boasting an epic story that incorporates war, religion, politics, manipulation and all manner of other plot elements. It's complexity to the uniniatiated is perhaps one of its downfalls, and the game's drift into obscurity means that a number of great characters are frequently absent from the discussion on lists such as this one.
Amongst its cast are a number of fantastic villains - lead character Ramza's childhood best friend Delita spends proceedings alternating between ally and foe as he manipulates everybody to secure his own rise, whilst the early betrayal of Gaffgarion sets the tone in a game where you never know who to trust.
Wiegraf stands out above all, however, given his ultimate tragedy. Beginning with the honourable intention of bringing down the world's oppressive class system and putting power into the hands of the people, his sister's death sets him down a darker path that includes several encounters with Ramza.
It's heart-wrenching to see him in his final demonic form, where his humanity has eroded and he explicitly states no longer caring about his sister or his once noble cause, only wanting to bring death upon the world.
If only more villains were so conflicted and well-written...
