8. Vice City
Grand Theft Auto: Vice City may have been a little rough around the edges in some respects, but it's still hailed as a classic and an absolute game-changer for this franchise. Much of that can be credited to the surroundings, a bright and exciting take on Miami in the mid-1980s.
The eclectic cast was another bonus, of course, and catching up with some of them would be no bad thing. There are plenty of new stories which can be told here too, of course, and expanding the map to make it a bigger sandbox to play in wouldn't be overly difficult. After all, "Vice City" itself could be made much larger, while incorporating the Everglades would be a total riot.
Palm Beach could also come into play, and while it would all have to be condensed to some extent, this is a fictional take on Vice City, so ultra realism isn't exactly essential.
An argument can definitely be made for a totally new location, and the ability to catch a flight to somewhere else in the world/country could also work. For now, though, we definitely have our sights set back on Vice City...
