8. More Immersion With Other Citizens

The 'Strangers & Freaks' idea from GTA V was first see in another Rockstar title, Red Dead Redemption. Stumbling across random events in the world is pretty cool, and it did open up some neat little side quests that distracted players nicely from the main story missions. This is one element the developers must open up, because there should be more interaction with the regular people just walking around the city. Obviously, it would take an awful lot to program every single non-playable character to have a backstory, but there are ways round this. Instead of these citizens being randomly created when players enter different areas, why not take the approach that Bethesda did with games such as Skyrim? In that world, other characters had their own routines, which helped make things feel more organic. If this is something Rockstar can implement for GTA VI, there could be more scope for making the city feel less like one filled with meaningless bodies, and more like one that houses real people. Picture a scenario whereby the player is caught trying to break into a building - instead of the citizen simply running away, they can call the police or even help the player's character, thus becoming allies.
