1. A New City Never Seen Before
What Fans Want: In the HD Universe, Liberty City has been done, San Andreas has been done, and it looks like Vice City is probably next, but why don't Rockstar try something truly new and go to the type of American locale they've never touched before? A popular candidate in online discussions is a parody city of Washington D.C., given the enormous satirical potential that such a setting has, as well as the fact that it's the stage for countless action-packed political thrillers, and would be a great backdrop for any action game. Why It Won't Happen: For GTA VI, its fate seems pretty much set with Vice City almost certainly being the setting for the game. While the future could lead to Rockstar delivering a new locale for GTA VII, few would blame the developer for sticking to the worlds they've built already, disappointing though that would be.
