8. Updated NPCs
The Artificial Intelligence used in GTA games has improved massively from game to game. Non-player-characters have transformed from dopey husks that wander round in circles saying the same stock phrases to characters that talk to one another, commit crimes and, well...not a lot else.
Despite the improvements, GTA NPCs still don't do enough. They walk endlessly from place to place, occasionally get in and out of cars and say certain phrases to the player. But there's very little player to NPC interaction.
GTA V showed a taster of what could come with its random events. The occasional NPC will try to mug the player or lure them into a trap. Being jumped by an escaped prisoner or asked for help by a frantic bank robber was certainly an interesting experience. But this was restricted to one-time events for the occasional character in specific locations. If the bulk of NPCs could be given the ability to interact in new and exciting ways, simply walking down the street would present a world of possibilities and make even the most mundane elements of gameplay unpredictable.
