Bully 2 would benefit immensely from what set it apart from Rockstar's other titles in the first place - its status as a 'school life simulator', as well as a sandbox brawler.
While the player was free to simply breeze through story missions and do nothing but give girls wedgies and stuff nerdlingers into lockers, making the effort to attend class was rewarded with minigames that were entertaining and beneficial to future gameplay.
An expanded Bullworth campus would mean more potential to engage in activities beyond this standard setup.
The player could have several extracurricular activities to choose between and enrol in, allowing them to craft a character more suited to their preferred style of play:
An extra bi-weekly martial arts class would unlock new combat abilities, whilst taking an advanced shop class would allow you to craft upgrades for weapons, such as the slingshot or bottle rocket launcher.
Red Dead Redemption II has proven that a deep and responsive world outside the core gameplay loop of combat works very well, and can give the player a much richer experience than simply shooting bandits or beating up preppies.
This would make way for a more reactive system involving the various cliques involved in relevant activities, nurturing relationships with some characters whilst neglecting others.
