4. Radagast The Brown
Played by the brilliant Seventh Doctor Sylvester McCoy in the film adaptation, Radagast is the first character in Middle-Earth who seems to know that something is up with dark forces returning and the natural order of things being more askew than they should be. We know that the Mordor shown in the game is not yet entirely the smouldering ruin that we see later in the main trilogy so it's obvious that something goes severely wrong there. Radagast, being a wizard more attuned with nature, could be looking into exactly why Mordor is slowly being corrupted once more when he bumps into Talion. We don't imagine a fight here, Radagast seems somewhat a pacifist, but should the game include collectibles (and being an open world game, we're counting on that) Radagast would be a good choice for the character that initiates your search for them. Being a wizard, it wouldn't be too weird if he could use any of the trinkets you find to help enhance your powers.
