14. Kitana
Long the "female version of Liu Kang" (in terms of the mission statement the designers had back in the day), Kitana has rarely been given anything massive to do in the overall canon.
Yes, she's Shao Kahn's daughter and the source for Mileena to be cloned from, but MK 11 shakes all of that up to lay down a new foundation. By story's end it's revealed that Kitana was actually stolen from King Jerrod of Edenia at birth, and not only that, but she ascends to take the name "Kahn", resulting in "Kitana Kahn", the ruler of Outworld going forward.
Not bad for one game's work, but Kitana's moveset is still the same high-kicking, fan-throwing extravaganza you've come to know and love. Things like her mid-air back-charge are resigned to being optionally equipped, but even with a relatively small pool of attacks, it opens Kitana up for scores of experimental chains and juggles.
