Let's face it – Blizzard's developing a bad reputation. Between the claims of a conspiracy regarding Chinese control over the company and the total missteps it has taken recently as far as public relations (does your PR director not have a phone?), Blizzard can't afford to get caught in a lie about its promises regarding the Overwatch franchise.

They're already on unsteady footing since some players believe Overwatch 2 is a violation of their promise of “no paid DLC” for Overwatch.

The idea basically appears to be – if you want a PvP experience then OW1 is your game and if you want a PvE experience, then OW2 is the game for you. Blizzard claims that characters and maps will be used for both sides of the spectrum, completely in tandem.

Any deviation from this would cause an uproar, even just a simple miscalculation like releasing a character for one game without having it ready for the other would cause weeks of agony for the poor mods on the Blizzard forums.

If a map or a character was only available in one of the games, even only for a limited time, it would be a huge breach of faith to the community.
