10. Ishtar

Ishtar is the highest Persona of the Lovers Arcana and a strong asset to any team. She has a skillset full of healing powers making it hard for enemies to knock down your team. When fully levelled up, she has the powers to heal the group with Mediarahan, remove status ailments and heal with Slavation as well as revive party members with full health using Samarecarm, all for half the required SP with Spell Master.

Her ability to heal all party members at once saves moves meaning the rest of your party is free to attack, speeding up those difficult fights. Her Spell Master ability also helps conserve SP, which can be used for other attacks and Personas, which in the later dungeons is an absolute must.

Whilst her Priestess Arcana counterpart Cybele also has impressive healing powers, Ishtar earns her spot on this list by being able to drain wind attacks; meaning her weakness to wind is made redundant and turned into one of her strengths. This is something to consider when making your final team and deciding who you want your healer to be.

The only downside is that Ishtar is only accessible once you have maxed out Ann’s social link. This, as well as her high level, prevents you from creating her until around the last two palaces. On the plus side Ann's social l link is one of the first you can access so it shouldn't take you too long to unlock her and hey there’s always new game plus!
