The underlying theme of the Pokémon series is that there is not just one type better than all the others. But ever since the game was introduced to the world, the Bug typing has been viewed as the weakest. Bug Pokémon tended to be weak, and there were no real powerful Bug type moves to learn. Butterfree and Beedrill were the best before generation two, serving as full evolutions early in the game, but rarely stayed in a party past Pewter City.

Heracross was a game-changer for the Bug type. A lot of this came down to the secondary Fighting type. Since there were very few, if any, powerful Bug type moves, having Heracross with the ability to learn several Fighting type moves was a stroke of genius.

This gave trainers a Bug Pokémon to aspire to catch, in a way they had never experienced before. The Headbutt technique for catching Pokémon was introduced in generation two, and the best result possible was a Heracross.

There are several key gyms that were made a lot easier by the presence of a Heracross. Whitney's dreaded Normal type gym is weak to Fighting, and Chuck's Fighting Pokémon would have very little effect on a well trained Heracross.
