4. Mudkip
Bizarre meme aside, Mudkip remains one of the strongest starter Pokémon in the series' history thanks to a typing combination that was originally introduced in the generation prior to its arrival. Quagsire was a successful battler with the Water/Ground Types, and this is something Mudkip's evolutions get to take to greater heights.
Obviously addition of the Ground Type is great for removing one of Mudkip's greatest weaknesses against electricity, but it is also unusual enough to make the likes of Swampert able to hold its own against virtually anything. Since the Ground Type attacks also have various bonuses that are likely to lower an opponent's accuracy, Swampert can stick around on the battlefield for a heck of a long time if it's lucky.
Mudkip also boasts a much better design than Quagsire's somewhat wobbly appearance, moving successfully from cute to stern as it builds through its evolutionary stages. You can literally see the thing growing up!
