13. Snivy
This is a difficult one as I have suggested to other players on many an occasion that I think Snivy and its evolutionary line are some of the best-designed Pokémon in the franchise's history. It's rare that so much personality can be captured even in still shots of a Pokémon, but Snivy just really comes to life no matter how you look at it.
Putting personal tastes aside, however, and Snivy isn't worthy of such praise in all areas. In all stages of its evolution, Snivy is a quick battler with some pretty solid Grass Type attacks. It's not very effective outside of its limited comfort zone, though, and a lack of versatility doesn't give much room for a plan B in its strategy.
Snivy and its evolutions are ultimately pretty easy to brush aside. While they may stand you in great stead against simple Water or Ground Types, they'll never stand up very well when the odds are stacked against their favour.
