35. Kabutops
For the penultimate time I refer you back to the 'prehistoric Pokémon = good' argument but, this time, would like to point out that if you took Scyther and traded off a bit of Speed for better defence stats, you'd have Kabutops. Its own moveset is dross but in later generations the TM pool gave it some good options.
34. Dragonair
Magisterial. They should put Dragonairs on coins.
33. Flareon
Heart goes out to Flareon. A strong, useful, cool looking fire-type in a game that already had at least 4 other strong, useful, cool looking fire-types.
32. Tauros
Another Safazi Zone nightmare, Tauros carved out a niche as being that Pokémon your really, really serious friends would use as a physical battering ram against you. Also shoutout to all the idiots who would put Fire Blast and Blizzard on it despite it having no Special Attack to speak of.
31. Rapidash
Rapidash is a unicorn on fire. A unicorn. On Fire. Easily one of the all-time greatest designs, Rapidash's only drawback was that the only useful moves it learned in Gen 1 were, bafflingly, normal type. You could stick Fire Blast or Flamethrower on it, but that wasted its excellent Attack stat.
