Back at the turn of the PS2/Xbox generation, the industry had put a far bigger melting pot of potential on the stove. In Rockstar's case that meant gearing up for the monolithic GTA III, and you can see with both Smuggler's Run and Midnight Club they were exploring the boundaries of what the open-world driving genre feel like in 3D.

Smuggler's Run in particular had some brilliantly bouncy car physics, yet fell down a tad with overly repetitive mission goals and a lack of meaningful vehicle variety. Still it was a huge amount of fun - especially in co-op or head-to-head multiplayer - providing an essential cornerstone and a meaningful foundation for everything that came after.
