As mentioned previously, if Red Dead Redemption 3 is going to take place before the events of RDR2, then there are parts of US history that need to be addressed - the most obvious being slavery, and the legacies thereof.
Slavery is an incredibly important part of history and if Rockstar decides to set RDR3 in a time where it was so prolific, it is a subject that must be approached with respect.
Racial injustice is handled sincerely in Red Dead Redemption 2, with numerous encounters and characters to interact with. A doctor by the name of Alphonse Renaud can be found in Rhodes who reveals a harrowing backstory, and Arthur’s friend Lenny talks about the scars on his father’s back. There are also various locations across the map linked to slavery, like Braithwaite Manor and Old Harry Fen.
If done correctly, seeing how characters are affected by slavery, segregation and racism could add another level of salience to RDR3's narrative.
