20. Queen Plaga - Ramon Salazar

Ramon Salazar is an enigma of a man as this short stake may resemble that of a young boy, but has grey hair and a wrinkled face to make others think he's much older - when in fact he was only 20 years of age at the time of death. He is so profoundly stupid in all the right ways.
Early on during Saddler's infiltration of the Spanish rural regions, he enlisted Ramon Salazar to excavate and conduct research on the Los Plaga parasite. For all of his work, he has eventually gifted a Dominant Parasite which meant he had a guaranteed seat of power once Saddler's plan of world domination was fulfilled.
He also formed his own force of monks known as the Cultists - along with two Verdugo bioweapons he entrusted to safeguard the Queen Plaga with which he would eventually bond to try and kill Leon S. Kennedy.
How To Beat:
Once Salazar and the last Verdugo have bonded together with the Queen Plaga it becomes a case of dodging its tentacles long enough to pop off enough shots in the eye - exposing Ramon Salazar for the final blow. One well-placed rocket will put an end to him in no time.
