2. Orsinium
Home to the Orcs, Orsinium is a city-state nestled in the mountains between High Rock and Hammerfell, Skyrims two westerly neighbours. Although the city is a fair distance from Skyrim itself, this problem could easily be overcome by using a newly discovered tunnel that passes beneath the mountains. The fact that Orsinium is a city-state, rather than a full province, means that it is small enough to be considered for DLC development, whilst still being large enough to offer plenty of content for adventure-hungry players. The Orcs played a relatively small role in Skyrim, and were rarely seen outside of their hidden enclaves. An Orsinium DLC could easily integrate these camps perhaps the Dragonborn would need to gain the support of all the enclaves before being granted admission to the city, or the destruction of these settlements could act as the prompt for the journey westwards. In terms of possible plotlines for the DLC, there are also numerous options. A story involving Malacath, the daedric prince worshipped by the orcs would certainly be interesting, especially considering how popular the Shivering Isles expansion was for Oblivion. Alternatively, the story could focus on a conflict between the Orcs and either the Bretons or the Thalmor, giving players the opportunity to pick sides and really affect the game world.
