9. Kangaroo
Although he's one of the more ridiculous Spider-Man characters out there, Kangaroo (in his Frank Oliver incarnation) is the first villain Miles ever goes toe-to-toe with in the comics.
While it's unlikely Insomniac will follow the same beat-by-beat storyline of Miles' origins (which already differentiates in Spider-Man PS4), Kangaroo should definitely be included as an homage to this story, possibly as a side-villain with his own quests.
If you're unfamiliar with Kangaroo, he's a slightly obscure Spidey villain. His gets the name Kangaroo from a set of air jet implants; in the comics, Dr Jonas Harrow works on Frank and enhances his abilities to superhuman levels. With these implants, Kangaroo can leap to a great height and over a large distance, as well as having extreme power in his legs.
You can almost see it now - Miles encountering Kangaroo somewhere in the city, and following him in a breakneck chase through the city streets as he leaps from building to building, Miles following close behind.
