Max Dillon is by no means a complicated character. An engineer gifted with the power of electricity through a lightning storm, Electro chose to use his powers for evil. Spider-Man has fought him on several different occasions, and he remains as one of his most iconic villains.

He even has a role as one of the members of the Sinister Six - a group specifically created to deal with Spider-Man. He's definitely important enough to appear in the game, and in this modern age, Electro is one of the biggest threats to New York City. With complete control over anything electrical, he poses a huge challenge to Spider-Man if done well.

While he isn't the most complex character on this list, Electro's huge power levels certify him as one of the best contenders to be in the game.
