Norman Osborn is a villain who needs no introduction, and yet he's largely taken a back seat to the title's marketing thus far. We know he's the current mayor of the city, that he's up for reelection and that his son Harry is away abroad, but nothing else. He might be the Green Goblin, he might not be, but the main thing is that he'll actually feature and that he won't be sporting his goofy trim from the comics either (much to the detriment of fans everywhere).
Though it looks as though this particular Osborn is keeping things above board, we know that Harry has asked Pete to investigate Oscorp's activities in his spare time. That implies that something shady is going on, and given how most Marvel politicians have a habit of being crooks (you only have to look to Wilson Fisk's most recent mayoral campaign for confirmation of that), there's a strong chance that Norman will play a significant part in the game.
Whether or not he suits up in the purple and green of the Goblin costume is unclear, but with the Joker having stolen the spotlight so many times before, who's to say that the Spider-Man equivalent won't do the same?

In his current role, Ewan incorporates his love of cinema, comic books, and history into written pieces and video essays for WhatCulture's Film & TV channel, as well as WhatCulture Gaming and WhatCulture Horror, with a particular focus on nineties-era Dad Movies, old school Westerns, and Golden Age Hollywood Noir. John Carpenter is his fave, and he thinks Batman Beyond should never have been cancelled. If that's your vibe, you'll probably like his stuff.
