11. Hugo
Hugo isn't human, he can't be - nobody is that massive. In fact, the former member of the criminal Mad Gear gang is so big that he makes Zangief look like Chris Evans' Captain America before he was injected with the Super Soldier formula. The simple-minded Mountain of Muscle has never been a top-tier character in tournament events or fixtures, but he's by far and away one of the most entertaining characters to both play as and watch when placed in the hands of a competent player. With Zangief having just been confirmed for Street Fighter V as I write these very words, Hugo's chances of being an initial DLC character look to be very slim, considering the two fighters have similar playstyles. Never say never though; Capcom plan to support SFV for a considerable amount of time post-launch, and the next time an open slot pops up for a slow, heavy hitter - Hugo needs to fill it.
