5. Thug Iconography
In one of the more obvious comparisons, street thugs in The Batman wear similar outfits and face paint to those in the Arkham games. In the game series, Joker's minions wear clown makeup, Two Face's gang wears half-ruined outfits, etc.
The clothes and paint reflect which major crime boss employs each group of criminals. While The Joker himself is only relegated to one scene in the film, his minions appear to run rampant through the city while sporting clownish makeup. The film informs us that Joker is detained in Arkham Asylum during the events of the picture, so it stands to reason that his gang would still be terrorizing Gotham in his stead.
Riddler thugs in the Arkham-verse are a bit less obvious. They hide among other gangs as members. They even often deny working for Riddler... until Batman convinces them otherwise. Paul Dano's Riddler also hires his henchmen on the downlow. In the age of social media, Riddler radicalizes and recruits like-minded misanthropes through the internet.
Unlike the Arkham games, during The Batman, Penguin is still working for Carmine Falcone. This means he doesn't have his own branded thugs... yet.
