2. The Penguin
Aside from the Coke bottle monocle, cockney accent and voice box (none of which would have made sense in this setting), Colin Farrell's turn as Oswald Cobblepot looks and FEELS like The Penguin of Arkham. While the film doesn't address the Cobblepot family history in the same fashion the games do, these Penguins were carved from the same chunk of ice.
Both are "street-level" criminals at the time. While the Arkham version was from a wealthy family who fell from grace, Farrell's Penguin is the right hand of crime boss Carmine Falcone. Both Penguins are portrayed as somewhat of a "mini boss" to their respective primary villains.
Physically, these Penguins are both short, balding, unattractive men who ooze scumbaggery. They have a wry humor which is often directed at the Caped Crusader. Unlike previous versions of the character, these two have craggy, scarred faces. They always look a bit dishevelled (a departure from the Batman: The Animated Series version, who was always dressed to the nines). What they have most in common though, is that they are both gritty, greedy and realistic interpretations of Oswald Cobblepot.
