2. Better Populated Cities And Towns That Are Believable

Towns and cities just feel a bit empty and soulless in Skyrim. Don't get me wrong, I love the game, but there's something about this that just doesn't seem right.

There's a lot of open areas with nothing happening across the towns and cities of the region, and with a couple of exceptions, there are around a dozen homes in the whole area at most. The region capital of Solstheim is particularly barren, and doesn't feature many NPCs that makes it feel a little underwhelming. By comparison, the populated areas of Oblivion felt much better.

Not every area in The Elder Scrolls 6 needs to be packed to feel special, but taking another look at populations and how towns and cities are represented would help them to feel more alive, and allows each town, city, or village to be given a personality of its own.
