3. Tactical Time Dilation
Tactical Time Dilation (TTD) might just appear to be The Outer Worlds's answer to V.A.T.S. , but it's more like an evolution of the Fallout staple ability. Engage it, and you'll see a purple vignette envelop the screen and enemy markers pop up, allowing you to find out if an enemy has a status effect and its HP level.
TTD will give players more freedom than V.A.T.S. ever did. Coupled with this additional level of combat info is the ability to freely control your weapon and shoot at enemies. Not only do you have a regular damage bonus during TTD, but you'll be able to shoot enemies in specific places to inflict a range of status effects. You've got far more options with TTD beyond target and crippling someone's arms like you did in V.A.T.S. to force someone to drop their weapon.
TTD is also a perfect mediation between the time-stopping quality of V.A.T.S. and regular speed combat as it'll allow players who might not be as comfortable with first-person shooter controls to engage with the game a little easier. It slows down time so much but doesn't pause it entirely, enabling you to get your bearings without removing you from the pace of combat altogether.
