4. Uses A Neo-Feudalist Government System

In the world of Warhammer 40K humanity is on the brink of extinction from an ever-growing number of threats in the galaxy. As such the Imperium of Man has done everything it can to preserve humanity as a species, as such any ideas about democracy or conflicting ideologies are crushed beneath the heel of the metal boot of the fascist, neo-feudalistic government adopted by the Imperium of Man.

In this very disorganized form of galactic government, planets have to pay the Imperium a tithe in the form of resources and humans to be used willingly or unwillingly as cannon fodder for the Imperium's massive galactic army.

The resources from these tithes are incredibly important to the Imperium and as such any planet that refuses to pay up is viewed as a rebelling planet and will often be invaded to ensure that the people cough up the dough.

The ruling class is mostly nobles and the Imperial Inquisition with the highest-ranking members given incredible power over billions of people's lives, which is no different from the feudalism system we knew back on Earth, as it's just as cruel, violent, and unbalanced in the 41st century as it was in the 9th century.
