Arguably the most important difference between these two franchises is their personality - and the ability to impose your own idealistic playthrough onto the established universes. At the heart of it, the key choice between TES and Fallout lies in whether you prefer manipulating a world, or manipulating an individual experience, as each has very different things to offer in either regard.
Fallout is a game of taking what you can from the world around you. It’s about exploring, establishing settlements, wading through irradiated lands, taking as much as you can to build an experience as a survivor amongst survivors.
The Elder Scrolls is about the individual experience. You’re the chosen one, after all. Combat is deeply personal rather than conducted through the V.A.T.S. system, you customise from 10 races down to your very birthsign, and follow a narrative that stems from what personality you want to project onto gameplay.
