It might have been something of a flippant question, but it's a fairly pertinent one: when you're using a current roster star, and the narrative is pushing him as an immovable object and an unstoppable force, wouldn't it be better if he had a belt to his name?

Perhaps the cover star status means Lesnar is going to be booked into a championship storyline for as soon as he's got his UFC fight out of the way? There's certainly a hint in what Heyman says:

"Brock Lesnar SHOULD be the WWE World Heavyweight Champion for the cover of the Suplex City edition of WWE 2K17. And I find it funny that you would bring that up because it's still Brock Lesnar's position that he never lost the WWE Heayweight championship at WrestleMania, that Seth Rollins cashed in Money In The Bank and made it a threeway match and that the challenger beat the other challenger for the championship. So in Brock's heart of hearts, he is the undisputed World Heavyweight champion. Once he gets by Mark Hunt on July 9th at UFC 200, I think Brock Lesnar's vision will be sharply set on the WWE world heavyweight championship. But I agree with your assessment: Brock Lesnar should have the title featured on this cover, and it's a shame that he doesn't."

The cover design is set for now, and there's no sign of a belt on there, no matter how much Heyman wills it.
