6. Doug Judy (Brooklyn Nine-Nine)

The lives and adventures of the NYPD's most ridiculous detectives would be nothing without some interesting criminals, and Doug Judy is the best of them all.

Known as the Pontiac Bandit, Judy repeatedly plays Detective Jake Peralta for a sucker every chance he gets. Despite that, there's a strong bond between the two that neither side can deny. If they weren't cop and criminal, they would be inseparable best friends or, at the very least, constant karaoke partners.

Doug Judy is an important character. Dramatic police procedural series always have a recurring villain that plagues the main character. Judy fulfills that trope perfectly, but in a comedic Brooklyn Nine-Nine way. He's less scary and menacing than he is endearing and heart warming.

The only episodes better than Doug Judy episodes are the Halloween Heists, and that's saying a lot when it comes to this show.
