Much ire towards Section 31 is directed at its lack of inclusion of familiar Star Trek tropes. Rachel Garrett had to get as far as the Baram. Though she was incognito, she was still Starfleet. Why not hitch a ride on the Quadrant's most dependable space-taxi - the USS Crazy Horse?

Dipping into Beta Canon, the author Michael Jan Friedman established that the Crazy Horse was in service in the 2330s, barely a decade after the events of the film. The ship is an original Excelsior-class design, sans the upgrades added to the Enterprise-B (later seen on the USS Lakota).

The Next Generation depicted the Crazy Horse serving as the great taxi of the galaxy in both Descent and The Pegasus, so adding it here as Garrett's mode of transport to the border would have been a nice nod to the series in which she was introduced while remaining consistent with the design of starships in service at that time.
