3. The Celestial Toymaker

Here's another First Doctor villain who had the potential to become a recurring adversary, but for some reason remained a one-and-done. Making his sole appearance in the 1966 story of the same name, The Celestial Toymaker is a cosmic being of immense power, who likes to pass the centuries by forcing lower lifeforms into high stakes games. Played by the late Michael Gough (whom you might recognise as Alfred in the Burton/Schumacher Batman films), it is established that the Doctor and Toymaker have history together.

The idea of god-like beings using humans as play-things is nothing new, but having one use literal toys makes for some interesting concepts and visuals. With such a unique M.O., it's strange that such a powerful and interesting villain never made a return to the screen. Perhaps it was because his first outing was beset with production problems which affected the finished product.

He was intended to return, once again played by Gough, in the Sixth Doctor story, The Nightmare Fair. However, that story, along with every script planned for Season 23, was scrapped when the show was put on a forced hiatus in 1985.

The Toymaker has appeared in other media, (including two adaptations of The Nightmare Fair), but he's practically screaming to be brought back to the screen. Sadly, Michael Gough is no longer with us, but there's no reason why the character can't be recast. Just think of the surreal and psychotic games the Toymaker could introduce to a new generation of fans.
