7. Morbius (Brain Of Morbius & Vengeance of Morbius)

Disintegrated by the Time Lords, Morbius, a warmonger who temporarily achieved the position of President of the High Council of Time Lords, was presumed to be dead, a terrible and to-be-forgotten footnote in Gallifrey’s history.

But Morbius’s brain was removed prior to his disintegration by a surgeon named Solon, who would go on try and rebuild a body for the increasingly insane despot on the remote planet of Karn. He was eventually killed once more, however, when his new body was forced over the edge of a cliff by the sisterhood of Karn.

But Morbius returned from the dead once more (!!!) to trouble the Eighth Doctor in an audio adventure, Vengeance of Morbius, after one of the members of his cult found a remaining piece of his brain and fused it with the DNA of the Time Lord agent known as Straxus. Morbius used his new body to take revenge on the Time Lords, sucking the power from the Eye of Harmony to leave them helpless. He was eventually killed again as he and the Eighth Doctor fell from the balcony of his palace. To date, he has not been resurrected again, but insane Time Lords have a nasty habit of returning from the dead, even when regeneration is not an option…
