If a tree falls in the forest and nobody hears it, does it still make a sound?

Equally, if the Master successfully takes over the Earth but nobody remembers it, does it count as a victory?

This is what happened when John Simm's version of the charismatic loony was voted Prime Minister of the UK, under the guise of Harold Saxon. Using his army of Toclafane, the Master becomes ruler of the entire Earth, and slaughters its population for sick sport.

The Master is in charge of the planet for an entire year before Martha Jones enacts a plan to remove him from power. This results in time being reversed to the point before he took over, undoing all the death and destruction he had caused.

Technically then, he didn't actually win, because he ended up dying at the end of the series. However, he was the most powerful being on Earth for a full 12 months, enjoying unlimited power and control in that time.

Also, the Doctor, Martha, her family, Captain Jack, and the millions of people who watched the episode all know it happened, so it still counts as a victory.
