As we've seen with Data's brother, Lore, Data-gone-bad can be pretty terrifying.
In the Next Generation episode Descent, Lore is able to command an army of Borg Drones seemingly with ease. There was a very real threat of him eventually building his own interstellar collective if he was not stopped by the Enterprise crew. In the episode Brothers we see how Data could at any moment seize control of the entire ship and basically do whatever he wants. Plus, he could beat practically any mortal in a fight.
Now, with season 2 of Picard coming out in February 2022, we may finally get to see the full potential of Data's android brothers and sisters. The ending of season 1 was left open-ended as to whether or not these synthetic lifeforms were going to help the galaxy or eventually destroy it, so it will be interesting to see which direction they take it.
Basically, Starfleet got super lucky getting Pinocchio instead of Terminator.
