4. Bureau 13 (Babylon 5)
In season 2 of seminal sci-fi drama Babylon 5 there's an episode called Spider In The Web. Within this episode, a prominent campaigner for the liberation of Mars is murdered by a mind-controlled former terrorist with some skin issues around his electrocution hand. Talia Winters, the station's resident telepath, can confirm that this man recalls dying, something that she saw in his mind.
Captain Sheridan (still pretty new to the show at this time) reveals that he believes that these events have been manipulated by a shadowy group that he thinks is called 'Bureau 13'. Apparently, he called in every favour he had owed to him just to get that name. And that's it, we never hear about it again. Given that there was already a conspiracy within EarthGov at that time, was Bureau 13 a part of that, or its own entity?
J. Michael Straczynski confirmed that he abandoned the plot due to the name having been used in a roleplay game (Bureau 13: Stalking The Night Fantastic). These days, the rights for Babylon 5 are divided between Warner Brothers and Straczynski, meaning that no amount of hoping for a reboot or continuation will likely materialise.
