9. Ned The Piemaker (Pushing Daisies)
Ned's supernatural powers might be stretching the bounds of credibility a little bit for the at least partially grounded world of Batman, but a quiet, mild-mannered piemaker who moonlights in death and mystery is the perfect foil for a story with The Caped Crusader.
The circumstances are usually a little more excusable than they initially sound, but Ned is ultimately still responsible for a multitude of deaths. This is enough to warrant invoking the wrath of Gotham's protector.
It helps that the deaths surrounding Ned are often as contrived as they are grizzly, which is really the perfect territory for a Batman villain to be operating within. Frequently they revolve around some kind of ludicrous theme such as horseracing or windmills that makes for the exact kind of odd, curious cases The World's Greatest Detective is best equipped to solve.
Ned's world is also one with a vivid, technicolor aesthetic, much like those favoured by Joel Schumacher and Lorenzo Semple in their creative visions of Batman.
