8. Britta Perry (Community)
Many of Batman's chief adversaries are obsessed with besting The Dark Knight. Britta already has an occasional tendency to try and prove that she's better than other people, but taking into consideration that one of Community's most celebrated insults was when she was put down as "the opposite of Batman", a fixation with trying to overcome the Caped Crusader isn't very hard to envisage.
As the owner of a major worldwide industrial conglomerate, Bruce Wayne already represents everything that Britta despises, and Greendale's resident activist has a proud history of fighting against such institutions.
The Dark Knight Rises partially based Bane's motivation around movements similar to Occupy Wall Street, and while protesting economic inequality isn't the most naturally villainous motive, it's even more applicable to Britta than it is to Bane.
She might not quite have Bane's freakish strength, but she's well-versed in the art of paintball combat. Despite her best efforts Britta is practically an expert in antagonising those around her, and she'd have specific cause to hate Bruce Wayne. All the elements are there to turn Britta into the newest name on the list of Batman's enemies.
And besides, she's the worst.
