13. Bryce Walker
In terms of fiction, there's a long-standing debate as to whether inherently bad people can be classed as good characters, but all you have to do is look at some of film and TV's best villains to know that the answer is, of course, yes.
Bryce Walker was portrayed as a poor excuse of a human being over the first two seasons of 13 Reasons Why and, as a result, he was an effective antagonist - one that allowed the show to highlight how people like him do exist in the world. However, Season 3 took a different route with the character as, before his murder, he was attempting to redeem himself for all the horrendous actions he perpetrated on Hannah and Jessica (and countless other girls).
Through his attempted redemption, the show explored the idea that we shouldn't be defined only by our bad actions and that, in Bryce's case at least, those actions don't mean the person in question deserves to die.
With that in mind, it was surprisingly intriguing to see a different side of the character and, for the most part, it felt like he genuinely wanted to change - and, at the very least, spend the rest of his life making amends for his actions. Of course, this desire was effective in making his sudden death more upsetting than anyone expected it to be.
Unfortunately, this development was somewhat undercut in the season finale when he reverted back to his old self in a heartbeat (a convenient plot device to make his impending death seem more plausible).
