14. Chlöe Rice
Chlöe didn't appear all that often throughout Season 3, and yet when she did, she played quite a vital role. That makes it rather hard to judge her as a character because she was important to the story without being all that important on-screen.
That said, her change of heart about Bryce, the fear of carrying his baby and the ultimately heart-wrenching struggle she faced over getting an abortion allowed viewers to sympathise with her, and by extension, see her as more authentic a character than they did when she was first introduced at the beginning of Season 2. Moreover, her newfound kinship with Zach was incredibly endearing, and made for some of the season's finest moments.
While less is more and all that jazz, the show really could have used a little more Chlöe this season, as Anne Winters shined with the emotionally-charged material.
