Despite having a brief role in Apocalypse, Naomi Grossman makes it onto this list for one role and one role only: Pepper.
The single most tragic and sympathetic character on the show, Pepper turned up in the show's second season, Asylum, as an inmate of Briarcliff Manor. She used to be a part of Elsa Mars' (Jessica Lange) freak show, but after losing her husband was sent to live with her sister, and ended up admitted to Briarcliff after being blamed for her nephew's murder.
Pepper went through the wringer on the show, and Naomi Grossman was the first actor to reprise a role in two separate seasons.
This ended up being a great plan, since Grossman's performance remains a startling achievement, balancing Pepper's tragedy with her genuine lovability and sweetness. It was not an easy arc to watch, but Grossman made Pepper's journey one of the most compelling in the series.
