20 DC Characters Who Could Yet Appear In Arrow And The Flash

8. Harley Quinn

Superman Harley Quinn
The CW

Harleen Quinzell has already appeared in The CW’s DC universe. Kind of.

Back in Season 2 of Arrow when we were first introduced to the Suicide Squad, we got a line or two of dialogue and the briefest of brief looks at the back of the head of one Harley Quinn (shown above), as voiced by Tara Strong (the long-time voice of the animated Harley).

That brief tease had fanboys roaring approval and thinking about what could well be in the future. Chances are we won’t be seeing Harley Quinn, especially as she’s appearing in next year’s Suicide Squad movie, but still… it would be all kinds of cool.

The good news is that given that the character has already technically appeared, either Arrow, or even The Flash, could use Harley Quinn if they so wanted. If so, she brings instant menacing appeal to whatever the character is involved in.

We can only hope, but fingers cross that Harley gets to torment either Starling City or Central City soon.
